论袁世凯与关内外铁路的收还

学界对于袁世凯的研究,随着20世纪80年代以来所谓＂翻案式＂研究的日渐萧条而颇显岑寂。因此,重建史实至为关键。以关内外铁路的收还为例,作为督办回收大臣,袁世凯在国内国际错综复杂的环境中与英、俄谈判回收事宜,最终达成了有利于我方的协议并顺利完成了接收。此路的谈判回收与之后的良好经营不仅使袁世凯声誉日隆,且为其在清末政坛的崛起提供了经济支持。

On Yuan Shi-kai and the Taking-back of Railways Within and out the Shanhaiguan Pass

The research on Yuan Shikai in academic circles is gradually rare after the so-called reversing study since 1980s,so it is very important to return to the historic reality.Take the railway within and out of the Shanhaiguan Pass as example.As the minister in charge of the railway taking back,Yuan Shikai negotiated with Britain and Russia under complex domestic and international circumstances,and arrived at the agreement in favor of our country and smoothly completed the task at last.The negotiation and the successful running after that not only won Yuan Shikai huge fame,and also provided economic support to his political power rising in late Qing Dynasty.
