构建和谐的党群关系对加强党的执政能力建设和构建社会主义和谐社会具有十分重要的意义。和谐的党群关系表现在:一方面人民群众信任和拥护党的领导,并把党作为自己利益的代言人和保障自身利益的可靠力量;另一方面党及党的干部时刻把人民群众的根本利益作为自己行动的出发点和归宿。新的形势下构建和谐的党群关系,要牢固树立执政兴国富民的理念,要不断提高为人民谋福利的能力,要不断完善法律制度,依法规范党群关系,要建立和完善通畅有效的利益表达和政治参与机制,并着力加强执政信用建设。努力提高党的各级干部做群众工作的水平和艺术,只有这样,才能构筑起和谐的党群关系。

To construct compatible relationships between the Party and people is of great significance to build up the Party's governing capacity and construct a harmonious social of socialism.The compatible relationships appear as: on one hand,the people trust and support the Party's leadership,they take the Party as spokesman of themselves interests,and as feasible power of safeguarding self interests.On the other hand,the Party and the Party's cadres take the fundamental interests of the people as themselves' departure point and destination minutely.Under the new situation,to construct compatible relationships between the Party and people,we must adopt the idea of governing,and the idea of making the country strong and the people rich.We must enhance the ability of seeking for the people's welfare.We must improve the socialist legal system and standardize the relationships between the Party and people by law. We must build and improve the mechanism of interests expression and political participation.We must strengthen the credit of governing.In short,in order to construct the compatible relationships between the Party and people,we must enhance the art of the Party's cadres at all levels doing mass work.
