"小县大城"战略的理论与实践——以云和县为例

本文认为,欠发达地区一般地处山区,其主要特征是山多地少,村多人少,基础差、底子薄,工业化、城市化水平低。要实现跨越式发展,争取与全省同步提前基本实现现代化,一个有效的途径就是采取"小县大城"战略,把县城作为增长极来建立和发展,使有限的稀缺资源向县城集中,以此来充分发挥城市在县域发展中的龙头作用,加速推进改革开放和现代化建设步伐,促进经济结构、社会结构的变迁。

Theory and Practice of "Small County and Big City" Strategy——A Sample of Yunhe County

This article thinks that the underdeveloped areas are popularly located in mountainous areas.Its mainly feature is mountainous,less plain,and lower level of industrialization and urbanization.In order to achieve the leaping development and ahead carry out modernization with the province,an effective way is to take "Small County and Big City" strategy.Take the county as a growth pole to the establishment and development.The limited scarce resources will be focus on the county.Therefore,the city can play an important leading role in the development of the full county area in order to accelerate advance of the reform and opening up and the pace of modernization,accelerate changes of the economic structure and social structure.
