党内巡视制度的历史演进

党内巡视制度是我们党为加强党内监督,在借鉴我国古代巡视制度的基础上所建立的一种专门适用于党内的、自上而下的巡查监督形式。民主革命时期和改革开放以来党内巡视制度的发展均经历了三个阶段。现阶段的巡视制度是对革命战争年代党内巡视制度的继承与弘扬。进一步完善党内巡视制度,要建立相对独立、权威高效的巡视机构,根据实际情况突出巡视监督重点,以务实的作风拓展巡视深度。要建立党内巡视工作的长效机制,重视巡视成果的转化运用,并注意与其他监督制度的有效衔接。

Historical Evolution of the Inspection Policy of Inner-Party of the Communist Party of China

As a derivation of the inspection policy of ancient China, the inspection policy of inner-party is a superincumbent inspection supervisory form that is specially adapted within the Party. The inspection policy of inner-party has gone through three stages since the Democratic Revolution Period and the Reform and Opening Period. The current inspection policy inherits and carries forward the policy of the revolution and war years. Improvement and perfection about the inspection policy of inner-party require establishing independent, authoritative and highly-effective inspection institutions, emphasizing focal points of inspecting supervision according to practical situations, and expanding the depth of inspection. It is necessary to establish a long-effect mechanism of inner-party inspection, to transform and put inspection results to use, and to pay attention to the combination of other supervisory systems.
