国家治理能力视野的制度建构、改革创新与科学发展

党的十八届三中全会站在历史的新高度,首次提出推进国家治理体系和治理能力现代化。推进国家治理体系和治理能力现代化既是全面深化改革总目标的重要内容,也是发展和完善中国特色社会主义制度的基本途径。作为国家治理体系的重要组成部分,国家治理能力辩证地包涵了制度建构能力、改革创新能力与科学发展能力等在内的三重向度。制度建构能力是治理能力的重要保障,改革创新能力是治理能力的推进过程,科学发展能力是治理能力的既定目标。推进国家治理能力的现代化既要保证这三重向度的有效运行,又要促进它们之间的协同与创新发展。

System Construction,Reform and Innovation and Scientific Development in the View of National Governance Capability

Standing on new historical height, The Third Meeting Session of the Eighteenth Central Committee of the Communist Party of China first proposed the modernization of the national governance system and governance capability. As an important part of the national governance system, national governance capability dialectically includes the triple dimensions that are the capability of system construction, the capability of reform and innovation and the capability of scientific development. The capability of system construction is an important guarantee of governance capability. The capability of reform and innovation is the promoting process of governance capability. The capability of scientific development is the established goal of governance capability. The promotion of the modernization of national governance capability should not only ensure the effective operation of this triple dimensions, but also promote the collaboration and development of innovation between them.
