网络社团改革与社会治理体系

我国网络社团的快速发展,根源于社会制度结构变迁背景下个体的价值认同追求和现代信息通信技术提供的节约成本的交往方式。这种自发性的社群组织,具有为社会特殊群体提供公共服务,弥补政府和市场功能缺位的积极作用,但其中也蕴含着较大的不确定性和较高的社会风险。由政府相关职能部门分头实施的"底线控制"式管理,不仅滞后与网络社团的现实发展需要,而且还导致网络社团管理的目标偏离和效力弱化。在社会管理体制改革创新的背景下,网络社团管理改革创新的目标是,建立与现代社会治理相适应的复合型治理体系。
