| 摘 要： | 人力资本的发展已成为经济发展的决定性因素,但在人力资本形成过程中,由于市场失灵、外部效应和不确定性等的广泛存在,需要政府参与人力资本投资并发挥重要作用。我国政府应承担起人力资本投资主体的角色,加大人力资本投资规模,合理安排投资结构,并加强对弱势群体和西部地区的投资倾斜。

| Abstract: | The development of human capital has been the crucial factor in the economic development. But in the course of human capital formation there are many problems such as market failure, externality and indetermination. Therefore, government should play an important role in the human capital investment. So our government should enhance the investment in human capital, arrange the investment structure reasonably and invest more capital to weak people and the west area. |
