国有企业产权改革的基本思路

本文从产权改革方向、产权改革设想和产权管理体制等三个方面作了比较系统的论述,提出了产权改革的基本思路是按照商品经济的本性改革公有制,在承认产权以个人权利为基础的前提下,实行股份制,使公有制人格化,使产权真正落实到每个劳动者。本文还提出了国有企业产权改革的设计、步骤、方法和措施,论述了产权改革中设立企业股的现实可能性和必要性。同时,就产权管理体制的基本架构及其相互关系,从而实现“两权”分开、政企分开、政资分开作了分析,试图去开辟一条具有中国持色的社会主义国有企业发展的新路。

The Basic Line for Ownership Reform of State-Owned Enterprises

This paper makes a systematic analysis on property right reform on three levels,dilection for reforming,the blueprint for such a reform and the system for its ma-nagement.The basic line put forth for the said reform is as follows,reforming thepublic ownership system in accordance with the nature of commercial economy,adop-ting a joint-stock system based on the recognition that property right stems from per-sonal right,thus rendering the public ownership personified and enabling each workerto feel a real sense of his property right.The author also puts forth a design,steps,method and specific measures for reforming the ownership of State-owned enterprisesby expounding the practical possibility and necessity for setting up enterprise stockin the course of ownership reform.An analysis is also made on the separation of go-vernment administration from enterprise execution and from capital management interms of managerial system of property right,with a view to blazing a new trail forthe growth of the socialist State-owned enterprises with unique Chinese characteristics.
