| 摘 要： | 我国各类开发区土地粗放经营与实施最严格的土地管理制度相背,原因是多方面的,其中最主要是在地方短期利益的驱使下,现行征地制度安排促成了该选择。解决开发区土地粗放经营问题,应该主要从征地制度着手。征地制度改革有不同选择,它们各有利弊,但改革的核心应是提高补偿标准。

| Abstract: | The extensive management of land in varied development zones contradicts the strict land administration institution. Among those reasons, a major one is the short-term local interest and land requisition system in operation. In solving the problem of extensive land management, reform of land requisition system should be the starting point. Different systems have their own pros and cons. |
