| 摘 要： | 持续和高位增长的城市流动人口有着对城市公共品的强烈需求,为城市流动人口提供基本公共品,是城市政府履行＂基本公共服务均等化＂职责的重要内容。现有城市流动人口的界定,已经不能满足城市政府为流动人口提供基本公共品的现实需要。在公共财政视角下,基于城市公共品的非排他性、空间地域性和社会选择性,对城市流动人口进行重新界定,以满足城市政府为流动人口提供基本公共品的现实需要。
