| 摘 要： | 在综述国内外文献的基础上,首先构建了测算城镇居民最低生活保障标准的改进了的扩展线性支出模型（ELES）;然后,利用该模型对陕西省宝鸡市1998—2009年12年间城镇居民最低生活保障标准进行了测算,并结合基本生活需求法和多指标对比分析法分别对测算结果的可信度、合理性进行检验。结果显示,改进的ELES测算的宝鸡市城镇居民最低生活保障标准可信度高,能满足宝鸡市城镇贫困人口的基本生活需要;最后,根据宝鸡市城镇居民最低生活保障水平低的现实,提出了我国实施合理最低生活保障标准的建议。
