新型城镇化过程中农业转移人口市民化的矛盾及破解思路

农业转移人口市民化是新型城镇化的核心任务,同时也是创新社会治理的必然要求和推动城乡一体化的重要途径,但在农业转移人口市民化过程中存在几对矛盾,分别是政策制度改革落后与农业转移人口市民化速度的矛盾,农业转移人口自身条件与农业转移人口市民化需要的矛盾,城市接纳环境落后与农业转移人口市民化程度的矛盾。必须从政策、体制和机制等多方面有针对性地解决这些矛盾,促使农业转移人口完全市民化。

Contradictions and Solutions of the Agricultural Transfer Population Urbanization in the Process of New Urbanization

The transfer of agricultural population and urbanization is the core task of new urbanization,but also the inevitable requirement for social innovation governance and an important way promote urban-rural integration. But there are several contradictions in the agricultural population transfer, respectively is the policy system reform behind agricultural population transfer;the contradict between conditions of agricultural population and the need of the agricultural transfer population,the controdict between city environment and the degree of population urbanization. We must solve these contradictions from policy,system and mechanism,etc,then achieve hte complete citizenization agricultural population.
