我国农村社会养老保险制度“碎片化”路径依赖及对策

由于缺乏整体的制度设计,各地积极探索的农村社会养老保险制度仍然停留在地方分割、低统筹层次上,制度＂碎片化＂趋势严重。＂碎片化＂社保制度存在种种弊端,这种＂摸着石头过河＂渐进式制度变迁显示出强烈的路径依赖特征。克服原有制度路径依赖,我们必要进行制度创新,发挥政府在制度变迁中的主导作用,建立全国统筹的、全民性的基本养老保险制度,同时发挥政府财政配置作用。
