适度普惠视角下的农村社区福利服务体系构建

社区是社会福利制度得以落实的基础,是社会福利服务的最佳载体。适度普惠型社会福利在农村的实现,有赖于农村社区福利服务体系的构建。我国农村社区福利的发展与完善,将在适度普惠型社会福利制度的框架之内,从目标、政策、保障等方面着手构建社区福利服务体系,以不断改善和提高社会成员的生活质量为追求目标,走社会化、多层次、适度普惠之路。

BuildingA Welfare Service System in Rural Communities from the Appropriate Universal Welfare Perspective

The community is the foundation which the social welfare system can carry out,is the best carrier of social welfare services.On the basis of constructing rural community welfare service system,the appropriate universal-type social welfare will be realized.Within the bounds of appropriate universal welfare system,several aspects should be attached importance to the construction of community welfare service system,including the goal,policy,ensurance and so on.To facilitate this system,the author argues that the development of rural community welfare should aim to improve and enhance different social members＇ life quality.It is a socializing,multi-leveled and appropriate universal path.
