关于加快国有企业资产重组的几个问题

加快国有企业资产重组是从整体上搞好国有企业的重要途径。实施国有企业资产重组有五条路子一是以上市公司为核心，通过资产置换与重组，使相关企业的国有资本借壳发展；二是以优势企业为龙头，由优势企业控股劣势企业；三是鼓励国有企业相互投资，参股持股；四是引导集体所有制与非公有制经济参与；五是对中小型企业的资产重组采取更加灵活的形式。无论采取何种途径，必须以企业自主、优化资源配置、效益优先及运作规范为原则。

The initiative of enterprises, the optimization of resources alloction, the priority of benifits and the normalization of performance should be regarded as the key principles.
