| 摘 要： | 海洋经济的发展成为新的增长极,世界各国加强了对海洋开发的力度。新一轮的经济竞争将会在海洋展开。与海洋开发同步的是海洋环境的保护。如果在海洋开发中仍然走先污染后治理的路子,将会后患无穷,所以需要从规划、审核、整合监管机构、加强环境问责等方面着手加强海洋环境监管。

| Abstract: | With marine economy becoming a new drive,the countries all over the world strengthen their ocean development,resulting a new wave of competition staging on the sea.The protection of sea environment coexists side by side with marine development.If the traditional way of "treatment after pollution" is followed,it will leave endless trouble for the future.The article makes a point of strengthening marine environment supervision by planning,examination,office reorganization and the implementation of environment accountability system. |
