论商会的互益性质及其对公益慈善事业的参与

在中国公益慈善组织仍欠发达的条件下,发挥互益型民间组织的公益性功能,能在一定程度上改变中国公益慈善现状.中国的商会属于互益型民间组织,商会除了承担其主要的经济职能外,还在近现代公益慈善事业中发挥了十分突出的作用.要充分发挥中国各地商会在公益慈善事业中的作用,必须积极理顺商会与政府的关系,扩大商会对公益慈善事业政策法规制订的参与权;克服商会的自利倾向,发扬商会的公益性精神;商会要督促企业履行社会责任,组织开展公益慈善事业,让社会了解、理解商会及其所代表的新的社会阶层,促进社会和谐.

Issues on Chinese Chambers of Commerce's Nature of Mutual Interestand Their Participation in Philanthropy

Under the undeveloped condition of Chinese philanthropic organizations, it can change the present situation to a certain extent that the civil organizations of mutual interest participate in philanthropy. Chinese chambers of commerce belong to organizations of mutual interest model, but they have played the very prominent role in the modern philanthropy besides its main economical functions. If we want to give full play to Chinese chamber of commerce in philanthropy, our government must straighten positively out the relations with chambers of commerce and expand chambers of commerce's participating right in making policy and laws of philanthropy, and Chinese chambers of commerce must refrain from their selfishness and enhance their public spirit, and they should supervise enterprises to fulfill the social responsibility and initiate the philanthropy to promote the society's understanding of chambers and the new social class they represent and thus improve social harmony.
