垦区的小城镇有多种类型,不同小城镇类型有不同的功能。黑龙江垦区小城镇主要以农业服务型城镇为主,为垦区农业发展服务,兼有一些工业拉动型、旅游拉动型、市场拉动型、综合发展型城镇。黑龙江垦区小城镇的发展主要存在着体系不合理、发展定位不明确、规模普遍偏小、发展重点不突出等问题。黑龙江垦区应按中心城镇、重点小城镇、一般小城镇建立城镇发展体系,根据城镇功能定位确定其发展规模和方向。
