统筹城乡发展的哲学解读

统筹城乡发展是党的十六大提出的重大战略部署。从哲学角度来讲,统筹城乡发展是以人为本、协调的可持续发展观。统筹城乡发展的哲学基础体现在四个方面：体现了一切从实际出发的观点;体现了现代化过程中普遍性和特殊性相统一的观点;体现了公平效率相协调的观点;体现了工具理性与价值理性相统一的观点。从哲学视角解读统筹城乡发展的内涵和基础对于深入理解我国城乡发展问题有重大学术和理论意义。

Philosophical Analysis on Balancing Urban and Rural Development

Balancing urban and rural development is the great strategic planning that Sixteenth Congress of the Chinese Communist Party raised. From the perspective of philosophy, balancing urban and rural development is the people oriented, coordinate sustainable development philosophy. The philosophical basis of balancing urban and rural development embodies the following four aspects： first, embodying the viewpoint of doing anything from the fact ; second, embodying the viewpoint of connecting universality with particularity in the process of modernization; third, embodying the viewpoint of equity ,efficiency and coordination;fourth, embodying the viewpoint of instnmaental rationality in association with instrtanental rationality. Analyzing the concept and basis from the perspective of philosophy has great academic and theoretical significance.
