| 摘 要： | 地方政府在经济发展中扮演着特殊的角色.在新的历史时期,随着经济全球化脚步的加快、区域一体化力量的增强及社会主义市场经济的深入发展,地方政府被赋予许多新的职能.单个地方政府无法有效履行这些新的职能.为此,必须依靠相互间的合作,从经济、政治和法律三个维度出发,构建良好的横向合作与协调机制,加强资源整合,实现优势互补.这不仅具有重要的经济意义,而且具有突出的政治意义.

| Abstract: | Local governments play a special role in economic development.In this new historical period,local givernments are bestowed on lots of new functions due to the quickened pace of economic globalization,the strengthened power in the regional unification and the further development of socialist market economy.Single local government can't fulfill these new functions effectively,therefore,they have to rely on mutual cooperation.It is of great economic as well as prominent political significance to construct excellent mechanism of transversal cooperation and harmonization from three aspects of economics,politics and legislation,in order to enhance the utilization of all sorts of resources and have complementary advantages. |
