| 摘 要： | 在中国特色社会主义实践中，人民群众的根本需要，不仅是发展社会主义的根本价值取向和逻辑起点，也深刻反映了社会主义的本质特征。人民群众的根本需要是社会主义核心价值体系价值生成的前提，深刻依据了马克思主义价值哲学的基本理论。它的理论解释路径是：价值的生成离不开主体的需要，没有主体的需要，价值就不会产生；需要是价值的主体性的一种内在规定，也是价值生成的前提；人民群众的根本需要不仅在理论上是社会主义核心价值体系及其价值生成的前提，而且在实践上也将人民群众根本的经济、政治与文化需要作为其价值生成的前提与目标。
