深圳人力资源开发的战略地位、责任与举措

摘    要:把巨大的人口压力转化为人力资源优势是深圳加快发展、持续发展的前提和基础。在战略上,应当把人力资源作为深圳发展的第一资源;在职能上,要明确政府承担着人力资源开发的第一责任;在举措上,要加快高等教育发展,推进终身教育,建设学习型城市;要加快构建城市自主创新体系;要优化人力资源开发管理制度;大力推进人力资源区域合作;还应该实行积极的户口政策。

Abstract:It is the prerequisite for and basis of Shenzhen's faster and continuous development to turn the great pressure of population to an advantage of human resources.Human resources are to be seen as the first resources.From a functional perspective,it must be made clear that the government is to take the first responsibility in the development of human resources.In terms of measures,it is a must to build a learning-type city by quickening higher education development and give impetus to lifelong education.We are to structure an urban system of independent innovation,optimize the development and management institution,promote regional co-operation of this aspect with great efforts and exercise an active household registry policy.
