| 摘 要： | 走外向型经济发展道路既是经济全球化意义下新疆向西开放格局的实际内涵，也是结合新疆经济发展水平、资源禀赋、地理条件与人文条件所做的必然的战略选择。但新疆外向型经济水平总体不高。这里根本原因在于地方政府制度创新供给及外贸企业技术创新能力双重匮乏。因此，新疆各级政府和各外向型企业都应确立创新思维，在观念创新、制度创新和技术创新方面做出切实有效的工作，以提高新疆外向型经济水平，扩大对外开放。

| Abstract: | Taking the path of opening economy is not only the actual connotation of Xinjiang＇s westward opening pattern under the significance of economic globalization, but also the necessary strategic choice which combines with the local level of economic development, resources, geographical conditions and humanistic conditions in Xinjiang. Generally, Xinjiang＇s expert-oriented economy is not advanced. The basic causes lie in the double deficiency of the local government＇s system innovation and foreign enterprises＇ skill innovation. Thus, Xinjiang＇s governments at all levels and all the export-oriented enterprises should set up the pioneering thought and engage themselves in the effective work on ideas innovation, systems and skills innovation to improve Xinjiang＇s export-oriented economic level and expand the opening to the outside world. |
