基于丁伯根原则的中国环境政策取向分析

丁伯根原则是诺贝尔经济学奖得主丁伯根提出的关于经济调节政策和经济调节目标之间的关系法则：为达到一个经济目标，政府至少要运用一种有效的经济政策；为达到N个经济目标，政府至少要运用N个独立、有效的经济政策。环境问题是涉及经济、政治、社会等的复杂系统。因此，基于丁伯根原则，可以知道无论是庇古提出的政策措施，还是科斯的产权界定都不可能彻底解决环境问题。环境问题的解决，除需要运用经济政策外，政府及公众参与等多种措施是必不可少的。
