新时期调动农民积极性的理性思考

当前农村在社会主义市场经济改革大潮中 ,出现了许多新情况、新问题 ,诸如农民市场主体地位脆弱 ,农民收入增长迟缓 ,农民内部矛盾显化 ,组织程度弱化等等 ,影响和制约着我国社会主义现代化建设事业的进程。在坚持党的各项农村基本政策的前提下 ,实行科教兴农 ,推进农业产业化、现代化进程 ,促进农业快速发展 ,维护和加强农民的市场主体地位 ,加强农村基层组织建设和法制建设 ,全面提高农民素质 ,是进一步调动农民积极性的关键所在。

A Theoretical Thought on Mobilization of the Farmers' Enthusiasm in the New Era

Lots of new situations and new problems have arisen in the socialist marketing economic reforms,such as weak status of farmers' as the main body of markets,the slow rising of agricultural income, the obvious interior contradictions of farmers, the avianizing of organization, and so on,which are affecting and restricting our country's socialist modernization construction. This paper tells that under the premise of sticking to our party's every fundamental policy of rural areas, the key point of arousing peasants' enthusiasm furthermore is to promote the agriculture by science and education,to push on the development the course of agricultural industrialization and modernization to accelerate the high-speed agricultural development,to safeguard and strengthen the peasants' status as the main body of markets, to reinforce the construction of rural grass-root organization and the construction of legal system,to improve peasants' overall qualities.
