| 摘 要： | 旨在保护青少年的网络游戏监管政策大致经历了从笼统监管到专项监管两个阶段。监管的领域和手段主要体现在：对网络游戏内容的行政审批、对网络游戏出版与经营单位资质的行政审批、对网络游戏经营活动的行政与技术监管以及对网络游戏经营场所的行政监管等。目前，网络游戏监管政策仍存在多头监管和监管职能重复设定、针对青少年消费者尤其是未成年网络游戏行为的监管及保护有效性不足、监管政策技术和手段过于滞后等问题，亟待通过进一步研究加以完善。

| Abstract: | Online game regulatory policies designed to protect adolescents were experienced from general regulation to special regulation. The regulatory domain and method are mainly embodied in the administrative examination and approval of online game content, administrative examination and approval of qualification of online game business, administrative and technical regulation of the online game activities as well as administrative regulation of playing places of online games. At present, some problems should be solved urgently, such as multi-point regulation, regulation setting repeatedly, insufficient effectiveness of regulatory policy on adolescents and undeveloped regulatory technology. |
