| 摘 要： | 当前,国内银行业践行社会责任的表现并不尽如人意,内部督促机制的不足是其中的一个重要原因.内部督促机制存在的问题主要表现在两个方面:其一是国内银行机构设置的社会责任管理部门的层级太低或存在技术性问题,难以在银行决策中贯彻社会责任意识；其二是多数银行仍然没有建立全面的社会责任管理制度体系,社会责任管理缺乏制度化、长效化的机制保障.为此,我们必须从商业银行践行社会责任的企业文化、决策机制、具体管理机制以及相关制度规范的改造与完善人手,提高银行业践行社会责任的能力.
