| 摘 要： | 就适宜于技术创新的市场条件而言,最重要的不是市场结构而是新旧技术的替代过程是否通畅,即过程竞争是否充分.唯有过程竞争充分的市场才能赋予技术创新持久不竭的动力.制约过程竞争充分性的诸多要素中最为重要的是行政垄断.来自我国省级行政区域的经验数据证实,一个区域其行政垄断的程度越严重则技术创新的动力越低.放此打破行政垄断、提高过程竞争的充分程度是激励我国企业从事技术创新的政策要点.
