模式化悖论与比较制度优势——以“苏南模式”变迁为例

“制度模式化”可最大化特定发展路径的制度收益,但制度模式化所形成之“垄断性收益体系”,亦会内在地导致制度衰退,此即“制度模式化悖论”。在变化的制度环境中,制度变迁既非以“自执行”方式自发完成制度变迁过程,也不会由于“路径依赖”而必然陷入良性或恶性“锁定”,而是呈现出发展——停滞——新发展螺旋上升之“间隔性制度变迁”过程。任何制度优势都只能是一定时空条件下的“比较制度优势”,若将一种制度模式在一定时空条件下的比较优势理解为恒定优势,就极易导致制度僵化与制度惰性。而多模式竞争能促使各模式保持对环境变化的敏感性和快速反应机制,有助于形成多元、持续、渐进的制度变迁过程,因而成为“制度模式化悖论”的破解之道。

Patternization Paradox and Comparative Institutional Advantages——with reference to changes in the South-Jiangsu model

Based on the dual circulation of Southern Jiangsu's pattern vicissitude,the paper puts forward the concept of “Systematic patternization paradox.” To put it specifically,“Systematic patternization” can maximize the systematic return of a specific developmental route;however,the “monopolistic return system” resulting from systematic patternization can also internally give rise to system recession.In an ever-changing systematic environment,the system vicissitude does not complete the vicissitude process spontaneously by means of “self-implementation”,nor will it necessarily plunge into the beneficial or vicious cycle lock due to “route dependence.” In contrast,it will take on a spiraling “alternate system vicissitude” process of “development-stagnation-new development.” Any system superiority is just “comparative system superiority” in a certain space-time.The supposition of regarding a system pattern's comparative superiority in a certain space-time as an invariable one will easily lead to system ossification and system inertia.Nevertheless,multi-pattern competition can spur different patterns to maintain sensitivity and rapid reaction mechanism to the environment,which conduces to the formation of a polynary,persistent and gradual vicissitude process,thus offering a feasible solution to the “system patternization paradox.”
