普通高校扩容后定编探析

文章立足当前教育环境和高校扩容后人员编制超编或结构性超编的现状,简要阐述了定编的目的与意义,主要分析了当前普通高校编制改革所遇到的困难和面临的主要问题,有针对性地提出了定编应在把握当前的教育环境与发展趋势、统一思想达成共识的基础上,结合定岗、定责和管理体制改革,制定人员分流(转岗、待岗、退休等)、竞聘上岗等配套政策,分类实施、分步进行。

Trying to Analyse Designated Staff Capacity of Enlarged Ordinary College

Based on the current education environment and status quo of staff capacity after enlarging the scale of ordinary college,the aims and meanings of designated staff capacity in ordinary college is simple narrated first,then,the difficulties and problems encountered during reforming staff capacity in ordinary college is mainly expounded and a new idea is proposed.In the author's opinion,the number of staff should be determined step by step,on the basis of current education environment and its development tendency,in combination with the determination of work position,responsibility and management system reform.Correspondence coordinated policy such as personnel shunt and working by competition should be formulated.
