| 摘 要： | 以十七大报告为依据,着眼军队院校发展需要,通过强化预算管理、健全法规制度、严格监督检查等措施,进一步完善管理制度;通过强化集中统管、完善论证问责机制和建立绩效考评体系等措施,进一步改革管理体制以及创新管理模式,不断提高军队院校科学理财水平。
