高校高职教育改革与发展践行科学发展观

高校高职教育具有特殊性和职业性特点，与以学科为本位的本科教育有着显著的不同。以西南石油大学高职教育为例，以科学发展观为指导，针对高校高职教育现有问题和高职发展可行性分析，提出高校高职教育以“能力-素质”为本位的基本思想，对高校高职教育培养机制的建立和培养模式的改革进行了理论和政策上的探讨，总结出了高校高职教育的基本模式，并已在实践中逐步加以检验和修正。

Education Reform and Practice of the Scientific Concept of Development in Higher Vocational Education in Higher Schools

Higher vocational education，different from the subject-centered undergraduate education，has its own particularity and professional characteristics. Guided by the Scientific Concept of Development，this paper，taking the higher vocational education in SWPU as an example，introduces the present problems in higher vocational education and the feasibility of developing such education. Then，it proposes that the “ability-quality”development should be the core of the higher vocational education. Besides，this paper, through theoretical and policy studies, aims to establish training mechanism and reform training models in higher vocational college.
