“软权力”评析

1990年约瑟夫.奈发明了“软权力”一词,并于2004年发表了一本新著《软权力:在世界政治中获得成功的途径》,然而他并没有给出一个清晰的软权力概念,也不曾解释软权力在国际关系中的功能。软权力的关键性要素是对他国的说服劝导,并需要对他国的利益和利害关系做出响应。硬权力无法维持国际领导权,因为它把其他国家视为异己,是一种消耗性权力。软权力是可持续的,并且需要对国际关系做出应答性处理。

Comment on"Soft Power"

Joseph Nye coined the term "soft power" in 1990,and has published a new book,Soft Power,in 2004.However,he does not provide a clear concept of soft power,and he does not explain its function in international relations.I argue that the key element of soft power is persuasion of other states,and that persuasion requires responsiveness to the interests and concerns of other states.Hard power cannot sustain international leadership because it alienates other states and it is expendable.Soft power is sustainable,but requires the responsive management of international relationships.
