| Abstract: | The morement of provinces joining at the start of the 20th century came from the federal concept advocated by the bourgeoisie,which is the result of the struggle between the bourgeoisie and the warlord forces as well as the product of the further development of national capitalism.So it reflects the demand of rebuilding the democratic political system by the bourgeoisie. |
