新型城镇化视野下农村社区问题研究——以运城市为例

农村社区是实现城乡统筹发展的新途径,同时也是实现公共服务均等化的有效载体和具体实践形式。近些年,运城市在农村社区的建设中出现了缺乏整体战略规划、社区建设缺乏合力、资金投资主体单一、传统思想观念制约、社区组织服务水平不高五个方面问题。基于城镇化发展的视角研究,试从纳入多方意见制定科学的战略规划、因地制宜的探索社区模式、建立多元化的资金保障机制、建立农村产业链解决农民就业问题、健全社区组织提高农村社会管理水平等五个方面提出对策。

On Rural Community Problems from Urbanization Perspective——Based on Yuncheng City

Rural community is a new way to realize urban--rural development, an effective carrier and a practice of the equalization of public services as well. There are lack of overall strategic planning, joint efforts, investment and service but more of traditional ideas in the construction of rural community in Yuncheng city for recent years. Based on urbanization perspective, it makes proposal from scientific strategic planning, exploration of community model, funds security mechanism, the establishment of a diversified rural industry chain and community organizations construction.
