宁夏西海固地区反贫困问题研究

中国是世界上最大的发展中国家,贫困在中国是一个长期存在且十分突出的问题,已经成为我国社会经济发展的瓶颈。宁夏西海固地区是世界有名的贫困地区,也是我国最早进行反贫困的地区之一,因此西海固地区的贫困及反贫困问题已经引起了许多学者关注与研究。研究发现在西海固地区的扶贫过程中政府的扶贫政策导向不稳定,扶贫资金缺乏良好的管理与使用,地方扶贫攻坚投入不足,返贫现象严重。针对这些突出的问题从西海固反贫困战略规划,反贫困法律法规,扶贫资金监管,拓宽扶贫对象的参与渠道,建立政府与市场双导向反贫困机制五个方面提出了对策。

Research on the Anti-poverty Problem of Xi Haigu in Ningxia

China is the world＇s largest developing country in which poverty is a long--standing and very prominent prob- lem and has become the bottleneck of social and economic development. The region of Xi Haiguin in Ningxia is the world --known poverty--stricken areas, also one of the earliest anti--poverty area in China, therefore the poverty and anti-- poverty issue in the region of Xi Haigu has become many scholars＂ research focus. The author found the problems such as unstable government policy, lack of good management and use of funds, inadequate local support and serious repoverty phenomenon. It put forward the countermeasures from anti--poverty strategy planning, anti--poverty laws and regula- tions and anti--poverty funds supervision, participation channels of the poverty relief, the dual anti--poverty mechanism of government and market.
