| 摘 要： | 锡良任东三省总督期间，锐意改革边疆政策，取得了良好的效果。首先，他把发展教育作为开边疆风气之先，并针对东北的特殊情况，发展特色教育，培养少数民族人才。其次，他通过改革边疆管理体制，废除了旗，民双重管理体制，建立了近代行政管理体制，加强了对边疆的统治。其三，他通过多种渠道，多种形式组织移民实边，垦荒，辟路，开矿，为当地政治，经济的发展创造了条件。其四，他充分利用东北广阔的土地资源，以农为本，全面发展，使东北边疆的生产力迅速提高，加速了东北近代化的进程。
