| 摘 要： | 任何权力都要遵守"道路规则",这一点中外许多思想家早有论述。但在阶级社会,人们往往倾注于对理论原则的阐释,对"是什么"的问题关注较多,而对于"为什么"的问题却置于边缘化境地,以致提出的诸多权力道德准则成了空洞的语言号角。事实上,权力运行的道德准则,不仅仅要解决"是什么",更要解决"为什么"。现代社会,权力运行必须遵循勤、诚、廉、公的道德准则。"勤政"是权力道德的逻辑起点,"廉明"是权力运行最基本的道德要求,"诚信"是权力赢得社会信任的最基本条件,"公正"则是权力运行的根本价值指归。权力运行只有遵循以上"道路规则",权力之舟才能走向人间至善。
