国际社会福利改革:对中国社会救助政策的启示

自20世纪90年代以来,欧美一些发达国家和发展中国家在社会保护、发展型社会政策等理论的影响下探索出了有条件现金转移支付、工作福利和社会养老金三种社会救助制度的改革路径,这些改革路径中所包含的投资人力资本、重视劳动力市场在减贫中的作用,以及在社会救助工作中引入社工服务等做法对我国未来社会救助体系建设具有重要的借鉴价值。
