| 摘 要： | 当前加强和创新社会管理不能简单从技术层面来理解，而更需要从文化层面来考量。就推动社会管理创新、实现社会良性运行而言，制度伦理建设具有不可或缺的文化基础作用。社会转型过程中社会管理面临的诸多问题都缘于制度伦理的缺失。在实践中，需要通过加强制度伦理建设来引领社会管理创新，促进整个社会的良性协调运行。

| Abstract: | Considering strengthening and innovating social management, people should start from the angle of culture rather than simply technique. System ethics construction has an important basic cultural function which could not he overlooked in the aspects of pushing innovation of social management and realizing optimum operation of society. Problems which social management faces during the transforming process of society are due to the missing system ethnics. In practice, we need to lead innovation of social management and push the optimum operation of the whole society by strengthening system ethics. |
