摘    要:我国教育改革和发展规划纲要明确指出未来十年要更加注重农村教育的发展。本研究以云南省内三地调查为基础,根据调查与访谈结果,针对目前农村学校师资水平落后、教育经费投入薄弱等状况,参考我国教育券的试点经验,提出市场环境下“政府-家庭-学校-教师-培训机构”的教育券循环理念并加以论证说明,以探求有限资源下发展农村教育的新途径。

Study on Promoting Rural Education Based on the Education Voucher Cycle:Taking Yunnan Province as an example

Abstract:The National Education Reform and Development of Long - term Planning Programs had clearly pointed out that China would pay more attention to the rural education -improving in the next 10 years. On the basis of investigation and interviews of three places in Yunnan, aiming at the rural problems today such as lacking of teacher resources and educational funds, the paper suggests a "Government - Family - School - Teacher -Institution" (GFSTI) circulating model of education voucher by demonstration and illustration, while it will consult the experimental experiences of education voucher in China and seek a new way which could promote rural education with limited resources.
