外空安全机制的成长困境及其思考

随着世界各国竞相进入外空拓展自身的国家利益,亟需一套有效的国际安全机制进行调控,以保证人类对外空的真正和平利用。但在外空安全机制的构建中,目前存在着共同利益基础薄弱、外部强制力不足、基本理念和道义准则存异和权力分配结构失衡等困境。所有这些决定了脱困之途只能走维护现有外空安全国际法框架、支持有关各方积极努力、倡导新安全观和抑制外空武器化机制优先构建的渐进性路径,以求在注意外空技术特点的基础上,构建共存共赢的合作机制。

The Beleaguered Development of the Space Safety Mechanisms and Other Reflections

After the various countries go into space in succession to strive for their national interests,it is urgent to formulate a set of effective mechanisms of international safety to regulate them so as to guarantee humans' truly peaceful utilization of space.But in formulating these mechanisms,such predicaments exist currently that the foundation of the common interests is weak,the exterior coercive force is not sufficient,there exist different basic ideas and moral maxims and the structure of rights' distribution is ill-balanced.All these factors have decided that the way to get out of the predicaments is to take a gradual course that the existent frame of the international law concerning space safety should be maintained,the related countries should attempt actively to initiate a new concept of safety and priority should be given to the mechanism of restraining space's being armed.This course is for the sake of developing a win-win cooperative mechanism of co-existence on the basis of paying attention to the technical features of space.
