| 摘 要： | 城市科技创新是一个系统的过程,它由众多的要素构成。在城市科技创新系统构建过程中,应该加强政府的促进工作,包括成立科技创新促进委员会,全面提升城市政府在科技创新过程中的服务功能,建立城市科技创新发展支持系统,加强科技创新权益保护及中介化建设等等。
