| 摘 要： | 创新是发展的灵魂。文章认为，当前我国农村金融的创新已经过渡到制度创新阶段。在制度创新体系中，组织创新较业务等其他创新层次更高。要进行组织创新，需要将合作金融机构做成农村金融的主体，加快民间金融的合法化进程，打通民间剩余资金的制度通道，强化监管创新，体现农村金融特色，通过制度建设保证不同监管部门的协调性。
