| 摘 要： | 针对现行高校人事制度中普遍存在的突出问题，提出加强机构编制管理、理顺人事管理体制，推行全员聘用制和建立健全分配激励机制等适应社会主义市场经济体制和符合高等教育发展规律的高等学校人事制度改革的基本思路，并对改革中应注意的有关问题进行了探讨。
