新疆天山北坡经济带产业结构调整机制研究

地方政府行为在生产过程和销售过程干预强度的不对等性,导致生产与销售在一定程度上的脱节;与强政 府行为伴生的地方利益和诸侯经济导致农业产业结构调整过程中主要农产品基地分散,引发产业结构趋同和恶性 竞争是天山北坡经济带侧重干政府主导型混合推动的产业结构调整机制中存在的主要问题。必须进一步转变地方 政府职能,创新农业产业化经营模式;降低工业企业对传统能源消耗的依赖度;逐步改变第三产业的非均衡发展 状态。

A Study of Adjusting Mechanism of the Industrial Structures concerning the Economic Zone of the North Slope of the Tianshan Mountains, Xinjiang

The unbalanced intensity of interference of the local government in the process of production and marketing gives rise to the discrepancy between the two. The local interest and feudal economy accompanying the formidable governmental action leads to the scattering of the main agricultural production bases, triggers the convergence of industrial structures and vicious competition, which are the major problems in existence in the adjusting mechanism of industrial structures characterized by the government's dominance and hybrid propelling. It is suggested that functions of the local government be transformed, the managerial mode of agricultural production be innovated, dependence of industrial enterprises on traditional energies be reduced and the unbalanced situation of development of the third industry be changed gradually.
