| 摘 要： | 人民主权理论经历从洛克首创的以反抗为核心的人民主权观,又演绎为卢梭提出的以公意为基点的人民主权论,最后发展到哈贝马斯倡导的以程序为特征的人民主权思想。三位思想家对作为宪政的核心价值的人民主权进行了积极的探索,从而推动宪政理论的进一步发展。

| Abstract: | The popular sovereignty theory has undergone three developing phases,Locke initiated the viewpoint of popular sovereignty which is characterized as revolting right by people.Rousseau raised the theory of popular sovereignty based on public willing,and Habermas developed it into the thoughts of popular sovereignty that revolves around the consulting or procedure.the active probe by three thinkers has put forward the development.of the theory of popular sovereignty as the core value of constitutionalism. |
