| 摘 要： | 吸引和使用海外留学人员的有关政策是我国开发留学人才资源的关键。在考察了我国政府自改革开放以来所制定的吸引和使用海外留学人员有关政策的基础上,指出了我国在这一政策方面所存在的缺陷和不足,并提出了完善制定这一政策需要遵循的基本原则以及在政策实施过程中应该注意的问题。

| Abstract: | The relevant policies of attracting and applying personnel studying abroad is key to exploit our national resource of talent studying abroad. On the basis of inspecting the relevant policies of attracting and applying personnel studying abroad made by our government from reforming and opening, the article points out defects and insufficient of these policies and puts forward the basic principle of making these policies perfectly and we should pay attention to problems in carrying out these policies. |
