| 摘 要： | 北极的独特自然条件和地理状况决定了它对气候变化的敏感性。作为全球气候变化的预警系统和主要作用地区,北极法律问题在很大程度上已经不是区域性问题,而已上升到全球气候变化公共治理的范畴中。在后哥本哈根时代,北极法律问题,尤其是与生态和环境保护有关的法律问题,例如生物多样性保护、航道利用、渔业资源管理、原住民权利等完全可以纳入到全球气候变化谈判的议题之中,成为全球气候公共治理的关键部分。
