| 摘 要： | 五四运动后兴起的上海马路商界联合会,是一个以商业街区为主要活动范围、以中小商人为基本会员的新型地缘性商人团体.其一年一度的选举活动反映了20世纪20年代上海商业街区的基层选举面貌,它所设计的一整套制度规范,基本上体现了选举的公开性、社会合法性与其成员间的平等性.商联会设计的多样化投票方式,便利了组织成员的参与,有利于唤起商人对街区公共事务的关注,对陶冶中小商人的民主素养也产生了积极作用,加强了中小商人对城市基层社区的认同.虽然在选举活动中还或多或少地存在着一些瑕疵,但从总体上看,商联会的选举机制彰显了其较强的自组织力,保障了它的生存与发展.
